Class features effects are based on class level unless specifically noted otherwise. Spell-like ability gained from class are class features. Divine bond provides us with no exception to this rule (the effects of divine bonds are described as based on paladin level, not paladin level -3 which would match CL for his spells).
But this WOULD mean a 10th level Paladin could take "Quicken S-L Ability" from the "Bestiary".
First, quicken spell-like ability is a bestiary feat and thus only available by GM specific permission and never in PF society play. Also it won't work for mount because it's spell level is set as 1/3rd of paladin level. I think that the same spell level would be applied to weapon bond but the wording is unclear on that (as it is placed at the end of mount section).
"Pokemount" can't be actually dispeled because the spell-like ability is not giving paladin the mount - it allows paladin to call the mount to her side. I think that it should be actually treated as (Ex and Sp): the mount itself is extraordinary ability like druid's nature bond - because it is specific animal companion - and spell-like when referring to ability to call it to own side.

I don't know about quicken SLA being only by GM permission, RAW (not PFS) the ability is in a Core book and as long as a character is able to qualify for it they should be able to take it. INA is a bestiary feat but is included in a the ranger natural weapon style, so the designers are obviously mining the book for PC uses. Whether or not those feats are worth taking depend entirely on the character build (mostly druid or other spellcaster/polymorph user, shapechanger, races with natural weapons, etc.). But as long as you qualify and meet the prereq's they should be available options.
EDIT: Actually in the Bestiary it says "Most of the following feats apply specifically to monsters, although some player characters might qualify for them (particularly Craft Construct)." On page 314. So yes, a paladin could Quicken their Divine Bond assuming the limitations/requirements of the feat were met.

It has no caster level, it isn't duplicating any spell, so why?
In the core rulebook, they made a bunch of class powers into spell-like abilities.
For instance, most cleric domain powers are SLAs, even if they don't duplicate a spell. Then in the APG you have the opposite phenomenon, where most cleric domain powers are supernatural abilities, even if they do duplicate a spell!
I think it's a matter of being conservative in the core rulebook and then having a change of heart.

I think, every ability that directly mimics a spell should be a (SP),
every other yet magical ability should be a (SU), and some of those should simply provoke AoOs.
The question is, do the designers intended the holy weapon to be dispelable or not?
I'd say this is rather harsh since dispelling the pokemount doesn't seem to apply, although it would be funny to do it while the paladin is in full mounted charge...

If developers decided to make it into spell-like ability then it means that it provokes attacks of opportunity when used and can be dispeled.
Also, it has caster level - spell-liek abilities granted by classes have default CL equal to class level.
It does not, however, have a spell level, which means you can't work out the concentration DCs needed to use it defensively.
