It does not appear that you can, but only because nothing says you can. I pulled out the PCR and couldn't find anything, other than a brief sentence about a sorcerer being able to cast any spell of a given level as long as he still had spells per day of that level. This would indicate that you can only memorize spells in level appropriate slots, but I can't seem to find anthing more specific.
**EDIT**
There is a single block of text on page 206 of the PCR under Casting Spells that says "If you're a bard or sorcerer, you can select any spell you know, provided you are capable of casting spells of that level or higher". This might seem to indicate you could, in fact, sacrifice a higher level spell to cast a lower level one.

Spell Slots: The various character class tables show how many spells of each level a character can cast per day. These openings for daily spells are called spell slots. A spellcaster always has the option to fill a higher-level spell slot with a lower-level spell. A spellcaster who lacks a high enough ability score to cast spells that would otherwise be his due still gets the slots but must fill them with spells of lower levels.

Thanks for the reference Protoman! I had thought you were able to do it, but then couldn't find anything to back it up, so I was worried I was maybe carrying over something from 3.5 that wasn't true anymore.
