Kensai and Vital Strike

Kensai's Perfect Strike wrote:

This affects only the weapon’s base damage dice, not additional damage from sneak attack, magical weapon properties, spellstrike, or critical hits.

These extra weapon damage dice are not multiplied on a critical hit, but are added to the total.

Would Perfect Strike maximize all the weapon dice from Vital Strike, or would it just maximize the first set? I suspect it's the latter, but I feel like it could be read to be the former.

Vital Strike says they are "extra weapon damage dice" which implies they are not "base damage dice" and thus shouldn't be maximized.
