To buy a +2 armor you need to have it on your chronicle sheets OR 18 Fame (22 Fame for +2 full plate armor).

If you have the Fame to cover the full cost of the armour, yes.

You cannot buy any physical item worth more than 750gp with prestige points.

Plate armor is 1500+150 for massterwork + 4000 for bring +2=5,650.

You can buy that with gold once you have 22 fame.

Remember that special materials costs will also have an effect on the fame requirement (so mithril/Adamantine armor is a pain to +2)

Adamantine armor is a pain to get, ignoring the enchants. Its cost usually makes it a high level item, and you have to fame to by almost anything by then. Mithril is more of an issue, but only really for the light armors. The cost for medium and heavy mithril again leans it towards a higher level purchase (with the fame/purchase limit being not much of a problem).

We had a lengthy discussion about this on my local PFS boards, but my Bard still likes her mithral breastplate +1 much better than having to buy a chain shirt +2. WAY better for the money. I absolutely do not care about waiting longer for +2.
