I'm looking at the descriptions and assuming that an aquatic eidolon is perfectly capable of operating on dry land as well - is that correct?
They are listed as having a land speed of 20 as well as a swim speed of 40, but no arms or legs - are they supposed to be eels or something before you begin modification? Their Strength and Dex scores match that of a Biped and are exactly opposite of that of the Serpent so I'm not sure that would make sense, nor do they have the tail evolution.
I'm really trying to get a sense of exactly what the Aquatic Eidolon is...

My budy had an aquatic eidelon that he had look like a cross between a seal and an angler fish. It was a master summoner archtype, so the eidelon was there to make sure the summoner did not drown in the early part of the campaign and then became our super stealthy scout.
We're about to play the Skull & Shackles AP and I'm taking on the challenge of a Broodmaster for the first time. I don't even know anyone who has ran one before so I'm kind of flying blind and there are a lot of ambiguous rules. I'm trying to plan out my Eidolons ahead of time...
At 2nd level, these are my two eidolons as things stand right now:
"Sneak" (Small, Serpent)
Str - 8, Dex - 19, Con - 11, Int - 7, Wis - 10, Cha - 11
Evolutions: Bite (F), Climb (F), Reach (F), Tail (F), Tail Slap (F), Arms (1), Skilled: Stealth (1)
Skills: Perception* (+4), Stealth * (+20), UMD** (+4), Disable Device** (+8)
Feats/Abilities: Evasion, Darkvision
Combat: (no natural attacks), AC 17, HD 1 (6 hp), Fort +0, Ref +7, Will +3
"Slick" (Small, Aquatic)
Str - 13, Dex - 14, Con - 11, Int - 7, Wis - 10, Cha - 11
Evolutions: Bite (F), Gills (F), Natural Armor (F), Gills (F), Swim (F), Arms (1), Claws (1), Scent (1)
Skills: Perception* (+4), Stealth* (+10), Survival** (+4), Swim** (+5)
Feats/Abilities: Weapon Focus – Claws, Evasion, Darkvision
Combat: Claws +5/+5 (1d3+1), Bite +4 (1d4+1), AC 19, HD 1 (8 hp), Fort +3, Ref +5, Will +0
"Sneak" will be a pure spy/scout at first. I'm going to load him up with some skilled evo's and eventually the ability to fly - in combat I intend to arm him with a wand. "Slick' will be more combat oriented until I get some bigger eidolon options, and should provide a useful aquatic presence who can track underwater via Scent, among other things.

There's nothing that says an aquatic eidolon (or a regular one with the gills evolution) can't function normally above water.
Obviously, the eidolon can take any form you want to give it. The impression I get from the aquatic base form's free evolutions (bite, improved natural armor, gills, swim (2), and can select the mount evolution) is that of a fish (mouth, scales, gills, & fins, respectively). But an eel is also feasible.
