I have changed my mind on this now that I have had time to think. Game world implications are huge with the ability to create truely sentient life out of inanimate objects. I now see this more like an epic level arcane discovery or something needing a wish. The player in my campaign will not be crafting any sentient life forms.

Well, crafting golems uses the same rules as crafting other magic items. You could incorporate intelligent item rules for pricing.
I think the intent is pretty clear that those aren't really meant to be used together though, as evidenced by the fact that intelligent magic items make you pay for every skill or feat it has, but applying it to a construct would get you several skills and feats practically for free (since it's an intelligent creature, not an intelligent item).
What I do, is make my golem into a shield guadian. Though I can't make my shield guardian intelligent, I can certainly make the shield guardian amulet intelligent (developers have already confirmed that the amulet is a magical item, and can be made sentient).
Since the amulet always carries itself, it can control the golem as readily as can the creator. Simply throw the amulet onto the golem and you end up with a free-willed sentient golem, more or less.
