Hello,
I am new to Pathfinder Society and I am getting into the first games at Kubla Con next weekend. I am not new to Pathfinder though.
I was wondering if alternate races are available for character creation? There are several in the back of the Bestiary guides. Basically I need to know what it means when it says the "core" rule books are available for use.
Also is it basic starting money for 1st level characters?

Alternate races are only available if you have a convention boon that opens access to it. The races available if you don't have one are the ones found in the Core Rulebook.
The first thing I would recommend is downloading the Organized Play Guide. It explains everything you will need to know to join in, including character creation. You can find it HERE.
Additional Resources page will let you know what is and isn't legal from every PFRPG book published to date once you get your character concept in mind and if you choose to utilize those books. You can find it HERE.
If you would rather use a pre generated character, we will have those at PFS HQ and the Organized Play Guide advises how you receive credit by playing with them.
You will also want to obtain a PFS number. Go HERE and click the top link on the right that says "Join Pathfinder Society."
Other than that, a Core Rulebook, dice, and minis are all you really need.

Mike, I think you got a little confused. The OP said he is going to KUBLA Con, not GEN Con.
Most of your post, other than that, is good.
In short:
Only the 7 races from the Core Rulebook are available: Dwarf, Elf, Gnome, Halfling, Half-Elf, Half-Orc and Human. While you are at KublaCon, you may have a chance to pick up one of the convention boons that unlocks one of the other races for you to play. Note that a boon is only good once, for a single PC.
Starting PCs in PFS get 150 gp to start with, no matter what class they are.

We'll have lots of stuff at KublaCon too. If you get there and have any questions or just want to say hi come stop by the PFS HQ at KublaCon. I'm sure somebody there can help make sure you're character is legal or hand you a pregen etc.
If you want to be really prepared you can go here http://warhorn.net/kublacon-2012-pfs/ and sign up for tables in advance (I especially recommend the 1st steps tables) although I hear KublaCon will be well prepared for walk-ons for the new player tables etc.

AyanamiRei, most conventions that have 15+ pfs tables over the course of the convention will receive prize support (including boons) from Paizo.
In fact I'm helping with one in a couple of weekends that is just at a game store and we've got 28 tables right now and should be getting our prize support soon.
