[3.P] Hand crossbow Scout Rogue / / Mobile Fighter

I'm making an NPC opponent that is supposed to surprise and strike some fear into my players character.
He's a 20th level gestalt Mobile Fighter//Scout Rogue. I'm thinking on making him a goblin for the +4 to Dex and for the non-threatening appearance.
He will be a one-trick pony. His tactic is to make full sneak attacks. He always starts a fight dual wielding hand crossbows. He has multiple of them. He shoots, drops the crossbow, then quickdraws another. All shots get sneak attack on them (he moves before starting shooting). After the 1st round he just keeps distance and full attacks.

First thing that I need is for him to make a big number of attacks with crossbow(s). I know that I'll take TWF, ITWF, GTWF, Rapid Reload and Rapid Shot. That'll make 8 attacks in 1st round and then 5 attacks after that.
Second thing I need is to improve his attack bonus so he will surely hit with as many attacks as possible. I know that Weapon Focus and Greater Weapon Focus are a must.
Third thing I need is some additional damage from some other sources, because the PC has Uncanny Dodge. Or some way to bypass Uncanny Dodge, if there is any. Also I need some way to ignore or bypass DR higher than 10/- (or at least armor).

I don't need gear suggestions, I'm making this NPC independent of magical gear for now.
I have some houserules in my games, so ask if you need any more information or something is unclear.


If he's using a Hand Crossbow, he best be taking Hand Crossbow Focus! Aka, "the only reason to ever use a hand crossbow."


So that'll save me one feat. Nice.


You may need to re read the scout archtype and rethink your plan, i'm not sure how your moving and full attacking at the same time but even if you can the scout movement sneak attack only applies on the first attack anyway.

You'd be better off making a crossbowman fighter sniper rogue gestalt and pestering them with massive hits once every 3 rounds or so and using stealth invisibility nondetection to annoy them until they find a way to deal with it.


He should also be taking Crossbow Sniper. Really... just read the archery handbook and dex to damage guides from BG. I'd basically just be regurgitating everything from there.

For the DR, he's a Fighter. Take Greater Penetrating Strike. It'll ignore the first 5 of that DR 10 / --, and the first 10 points of any other kind of DR. Or just take the Clustered Shots feat and have your entire full attack's damage cumulatively suffer that -10 once.

If you don't want him with gear and thus no Sniper Goggles, the Sniper archetype for Rogue is also worth looking at. It can be added to Scout. That will boost his SA range by 60 ft. Add the Crossbow Sniper feat, and you're up to a 120 ft SA range. If he is packing Sniper Goggles, he can SA a any range and the archetype is irrelevant, of course.

Ah, damn, I totally missed that. Well, at least he can reliably make a sneak attack each round and he still sneak attacks with each bolt if he gets a surprise round (which he always gets). That's also good.
