Character's Dex bonus to Armor Class 0 - does not count as losing his Dex bonus to Armor Class?

P150 of the Core Rulebook - Armor - Maximum Dex Bonus

If I have Half Plate my Max Dex Bonus is +0. This seems clear enough so
what does this paragraph mean -

"Even if a character's Dex bonus to Armor Class drops to 0 because of armor, this situation does not count as losing his Dex bonus to Armor Class."

Effects like a Rogue's Sneak attack will trigger if a foe is "denied DEX bonus to their AC". They are saying that just because your max DEX bonus is +0, Sneak Attacks and effects with similar wording don't automatically trigger when they hit that character.

Additionally, you would still get your DEX modifier for use in skills and reflex saves.
