Starsoul bloodline call lightning question bonus spell extra damage at night?

under the starsoul blood line bonus spells it says the following

9th level call lightning storm (9th; dealing fire damage, damage increased outdoors)

what does the increased damage mean is it 5d10 but instead of stormy weather is it is night time?

and how does call lighting storm work? is it a 600 ft area and 15 bolts as a standard action?

Thread on this a couple days ago

Basically, normally Call Lightning Storm deals increased damage if created outdoors in a stormy area. The Starsoul version deals increased damage if created outdoors at night.

It functions like Call Lightning: You get one bolt as part of casting the spell, after that it's a standard action to call a bolt.
