Hmm... either Charm Monster is lacking a statement like "except for the increased duration, and that the effect is not restricted by creature type or size.", or one of the two duration entries is in error.
Now, what is the case?
No error, this is the conventional way of writing up similar-but-not-identical spells. Compare, for example, Silent Image (duration: concentration) with Minor Image (duration: concentration + 2 rounds), which says in its description "This spell functions like silent image, except that minor image includes some minor sounds but not understandable speech."
Note that all the differing aspects (but only those) are written out in the spell's stat block, Level, Target and Duration in the case of Charm Monster, Level and Duration in the case of Minor Image.
Things already listed supersede the previous ones - charm monster don't state that it has different spell level than charm person and yet no one claims it is first level spell.
The text is erroneously copied form the 3.5 edition, by the way, because charm person has no size-based limitations (and it was pointless referring the size even under 3.5 rules).

I meant that text don't state this, only the stat block, which is exactly the same for duration.
