This feat would allow you to move 10 feet as per a 5 foot step action. It would also allow you a 5 foot step in difficult terrain.
Is this suggested feat too powerful? It increases tactical options but doesn't directly increase power. Indirectly it increases power by making full attack actions more sustainable.

Actually casters will take it to get far enough away to avoid Step Up. That means fighter types will have to take following step, which is two feat investment, just to keep up with one feat.
It also decreases tactical options from the defensive side because difficult terrain loses power, and won't mean as much.

The feat would need at least one prerequisite feat. Perhaps Fleet and should only be accomplished in light or no armor and light encumbrance. The 5 foot step in difficult terrain should also draw an AoO.

I'd say make Mobility it's prerequisite.

I agree it should not supercede Nimble Moves. Its probably best to just remove that part of the feat.
Mobility as a pre-requisite would be fine (which then includes Dex 13 since it is needed for Dodge).
I don't want to go overboard with restrictions to the point no one would take the feat, but I wouldn't want the feat to be an auto-pick.
