Question about the Qinggong Monk from Ultimate Magic

I'm just being sure I'm understanding this right, but does the Q-Monk get all of those abilities as ki-powers when he reaches the listed levels of 4, 6, 8, 10, 12, 14, 16, 18, 20 or does he select powers at lvl 4, 5, 7, 11, 12, 13, 15, 2 powers at 17, 19, 20.

there is a large gap between level 7 and level 11 where level 8 and level 10 category powers are just being ignored, because a monk just skips them in the progression. I could use a little clarification and thank you.

Any and All QG swaps are 100% optional.

At any level where you gain a swappable ability(list given at the top of the archetype), you may choose to swap it with 1 ability of "equal or lesser value"(level) from the list of provided abilities.
He then gains the selected ability instead of normal core ability you chose to give up.

I personally find that gap a bit unfortunate (as those lists do require an 11+ swap), but the overall versatility of the archetype pretty much makes up for it. (mmmm Ki Leech)

Edit: I didn't mean to imply that you can't swap both level 17 abilities.

The gap is due to the nature of how arheypes work. I would ho7se rule a feat that adds a quigong power but needs the min level of 7 and can only be taken every few levels say for every 5 after 7. This way the monk can fill the gap if he wants but can only get at best 3 extra powers.

It's not that complicated. Just read it more closely.

From SRD:

A qinggong monk can select a ki power (see below) for which she qualifies in place of the following monk class abilities: slow fall (4th), high jump (5th), wholeness of body (7th), diamond body (11th), abundant step (12th), diamond soul (13th), quivering palm (15th), timeless body (17th), tongue of the sun and moon (17th), empty body (19th), and perfect self (20th). This replaces the monk class ability the qinggong monk gives up for this ki power.

At those levels, you can select a ki power. It's not any different from spells. At each level you get more spells, but you can't take spells above your spell level when you gain a new level. Where is the list for the ki power you wonder? Well here it is:
