Spark components?

The descriptions for Spark say "Components V or S". Does that mean you can cast it with a verbal OR a somatic component, and you have to choose at casting time? Or does it mean that some classes need both components?

I assumed it meant you chose at casting time. It's a cantrip, so it's safe to assume the easiest possibility.
