Are there any Adventure Paths out there that start at higher levels?
Not done by Paizo. I believe Slumbering Tsar begins at 7th level, iirc.
Correct. Plus, Paizo has clearly stated they have zero intention to do an AP that doesn't start at Level One. Something among the lines of "Low level adventures sell better than high level adventures, and first level adventures sell best of all".
