Other than the obvious response that negative energy is not an element. I do not think there are rules for that.
However...
there are creatures (undead) that can give you the same feel as a negative energy elemental.

I'm not sure why it wouldn't be considered an element... but the thing is that my group is currently running the 'City of Golden Death' and our wizard is just about ready to get her 'improved familiar' as she's a sorta quasi-evil follower of Nethys it seemed very fitting that she might summon up some of the local negative energy that is all around to bind into a familiar. It would work out rather elegantly if such a thing existed... and it seems like a pretty neat idea overall.

If this is a PFS related question then you are just out of luck. There is no way to get that with the rules.
However, if this is a home game and not PFS (You may get better help in the advice or general section instead of the PFS section):
What you could do is take the homunculus stats (since it's stats are balanced around being a construct) and give it the elemental subtype instead of the construct type. Then just make the damage negative energy.

Why was this thread moved to 'house rules'? That doesn't seem like the right place.. it's a 'general discussion' thing. Negative Energy Elementals do apparently exist in the canon world.. and any sort of elemental can be taken as a familiar... the write up for 'small' ones is apparently only available through a 3rd party source... but .. hrm.
