hi i would like to know, if someone is charging with a mount will he get x4 speed or he still have x2 speed, the confusion is since its not the char charging but the act of charging with the mount is literaly just pointing ur weapon and rushing ur mount at full speed...

oh and when someone is flying, when he wants to fly at full speed can he fly at x4 or only x2?

Charge speed is double, regardless of whether you're mounted or not. In addition to being Da Rules, it's also common sense. If you don't intend to overshoot your target or leave yourself completely open to counterattack, you can't sprint in recklessly as you have, yourself, suggested.
Flying at "full speed" allows you to move at your normal movement rate (x1 speed). Executing the RUN option while flying allows you to move at x4 speed.
These terms, while somewhat nitpicky, are important for specific distinctions.
