languages oshleh, bonus languages include common, elven, dwarven, orcish
finished racial modifiers +4 dex, +2con, +6 int, -4chr
5 ½ foot tall
hair none
eyes white
driven out by fellow humans after exposure to a strange meteor the people of the town of osh have found a way to thrive. Cursed with lumpy large deformed heads and bizarre knees that located lower than normal on the leg with the ability to bend in any direction these humans may have a long time before their accepted, and when that happens their incredible intelligence will be a great boon to mankind.

Yep, that there is a broken race. Wouldn't even consider allowing it in a normal game.
It's not actually even legal (Advanced Intelligence and Dexterity only give +2s to the stat, not +4s), making the actual final bonuses +2 Dex, +2 Con, +4 Int, -4 Cha, which is less broken.
But I'm gonna be honest, even with that change, I probably wouldn't allow it.

i just plugged it into a rougue lvl 2 to beta test (thanks for the ability score fix by the way, i cant believe i missed that) other than skills it isnt overly powered lvl adjust +1 or 2 maybe
Oh, if you're talking as a level adjustment race, sure, go for it. +1 more than covers it. Hell, +1 would cover adding another trick or two as well. Maybe round the race out with things like Darkvision, Hatreds, etc.
But the assumption when you throw out a 10 point race is that you want to play it as a LA +0 race, and that race is...inappropriately powerful without a LA.
