A touch spell has to beat the touch ac.
If that spell has spell resistance they also have to beat spell resistance.
Most spells will make you do one or the other, but not both.
However, if the spell does need both, You need to roll and beat both.
Shocking Grasp requires a touch attack and is subject to spell resistance.
So in order to do damage with it the caster needs to cast the spell, touch the target, beat the targets touch ac to see if it hits. If it does hit then roll spell resistance to see if it does damage. If you miss the touch attack the spell is still on your hand, you haven't discharged it yet. If it passes the hit and fails the SR, the spell has been discharged and hasn't done any damage.

Woah, I totally misread that. I think.
a touch attack is vs. touch ac. Beat the touch ac, do the touch attack.
A spell needs to beat SR. Caster level check beats the SR, do the spell.
Spells do not need to beat AC unless they are part of a touch attack or specifically called out for needing to.
I think I understand what you are trying to say this time.
