Reading them over, I can't give a RAW answer, but I'll go through what I see...

-gains powers w/ level
-only mentions attacks
PHH

-more listed uses
-can specifically be eyebrows (or beard if male)
They certainly aren't redundant, but they are very similar and I would think the intent would be that the WHW has an "upgraded" version of PHH...
This would imply that they don't stack, but I'm not entirely convinced of that.
The question to answer is
Is all the hair on your body considered the same natural weapon for the purposes of these two abilities?
...and that I don't know.
In most respects I think I'd allow this simply because it sounds hilarious and I can't imagine how it would be OP.
edit: what I mean to say is that you can definitely have both, the question is whether you can use both the same round.

Yes, but if both 'hair weapons' occupy the same "limb" on the body then you can't make both attacks in the same round.
As I said, they absolutely can coexist, but is it useful?
I can't find a solid RAW answer because this is a strange case.
Are there any monster besides the Barbazu that have a hair attack?
Like I said, I'm inclined to allow it on grounds that "hair" and "eyebrows/beard" could be considered separate, but I also lean toward saying this was not the intent.

"4 tresses"
A rusalka's long hair is strong and capable of making powerful primary natural attacks. When it uses its tresses to grapple an opponent, a rusalka does not gain the grappled condition itself. In addition, a rusalka uses its Charisma modifier in addition to its Strength modifier for all combat maneuver checks made with its tresses.
Not entirely sure which way to read this precedent, but it looks like you can gain multiple hair attacks just fine.

Well, the white hair witch ability is always on, and the hex notes it as "instantly", which implies a free action, so they at least seem to be available at the same time.
This is somewhat grey area. It would seem that it was meant to be free action but it doesn't say so. It only mentions "instantly" which could be swift, free or even move action, who knows. So by default, it goes back to standard action, since all hexes are standard actions.
But again, it's most likely by RAI meant to be free/swift action.
