Half elves and orcs taking human feats and traits

I'm not sure a prerequisite is the same thing as an effect, but since 'any effect' hardly has an ironclad RAW interpretation, I'd say you should do it on a case-by-case basis. Some traits/feats really don't fit for a half-orc but would be fine for a human. Some do. Really depends.
