So I just started running PFS scenarios and one of my players has plans to take levels in both witch and tatoo sorceror. I'm not sure how to handle the familiar. I know that different profession levels with familiars stack when determining the power of the familar but I'm not sure about the special quality of Tattoo Familiar.
If they start as a witch and become a TS, does the witch familar just learn to become the tatoo?
If the start as a TS does the familiar just possessed by the other wordly aspect noted to be connected with witch's familars?

The answer to both of those is "yes". The familiar gains the added powers granted by the new class, and class levels stack for additional abilities.
