Has Paizo published an answer to this big question? I know there are Reincarnated Druids, and Lemures who were once lawful evil people.
What happens to the typical Joe and Martha commoner, or the run-of-the-mill adventurers they hear bards sing about?

Their time has come, and they like all others are drawn to the Boneyard and get judged. The time frame will vary on case by case basis.
On the other hand it depends on how they died. Many undead, especially ghosts, were normal folks in life.

Although most petitioners head to the Boneyard to be judged by Pharasma...of course, depending on the situation, their souls might get abducted by outsiders (for instance, Chelish souls are probably "sold" to the infernal outsiders that protect it in exchange for their complacency. I can totally see House Thrune secretly selling away the souls of their smallfolk to keep power).
