How does it work when someone is blinded and makes ranged attacks? Is it possible? Is it somewhere described?
Sure it's possible. Likely not really. Everyone is treated as invisible. There are rules for detecting (using perception checks) for someone that is invisible. The character needs to be able to pinpoint the enemy to attack them reliably. The DCs are very high. The other option is to have them blindly shoot at a square they designate.
In the later case, it is often advantageous to block the players view of the board (or have them turn around). Agree on a direction that represents 'front.' They can then say "I shoot at the square 15' in front of me" or "I shoot the square 5' to the left of the square 20' in front of me." Have them roll to hit and for concealment regardless of if anyone is in the square. They could even hit friends. I would let the the other players 'yell' at the character if he targets them or to give general directions such as "shoot to the right" or "it went over his head." But they are not allowed to give precise coordinates.
