Monsters portfolio variant channeling

I'm looking at the Monsters portfolio variant channeling ability from Ultimate Magic, page 30, and I'm a little confused. It states:

Ultimate Magic wrote:

Harm—Creatures gain a channel bonus to attack and damage against summoned and called creatures.

Why is this ability granting a bonus? Shouldn't the Harm option grant a penalty to attacks and damage against summoned creatures? Is this just an error, or am I missing some justification here?

A cleric with the monsters portfolio probably will only need to hurt the PC's summoned monsters, but the most efficient way of doing that is giving all his buddies the bonus. Inflicting a penalty makes a bit more sense, but a penalty only affects the summon's one action. It is pretty obvious it is a domain more for NPCs with allies to spare, so it gets more mileage as a bonus against, rather than a penalty for, summoned critters.
