Presumably because he thinks that spiked chain is still the broken weapon it was in 3.5.

There are gods that have pretty crazy favored weapons, like the net or musket. Yeah, the spiked chain sucks hard now.

Eh. It's alright if you get it for free (like as a deity's favored weapon), it's just not remotely worth spending a Feat on.

Oh, and Sandstorm is in no way a Pathfinder book, so Zoser's out as a possibility, FYI.

Yeah, there are actually a whole slew of weapons that do more than a spiked chain now. It really should get a downgrade to a martial weapon in my opinion. It may even get used then.
