Thinking of putting a Few Items in to my game for Players... need to know if im about to break them....
A Item that Allows a Summoner/Druid/Ranger/etc To share there spells they cast. Like "I cast shield, so it multiply's to me AND my pet"
Quiver that Enchants any Arrows put in to it... but only for the shooter (Sorta like the arcane archer ability's)... No one in our games ever bothers with magical arrows....

As Vestrial said, as long as you account for the treasure in your encounters later on, it's difficult (though not impossible) to make something "too powerful"- the trick is to make sure that no one player is overshadowing the others.
I ran the Age of Worms adventure path a while back, and there's a point in the campaign where each PC is supposed to be given a custom magic item by a powerful NPC- and I, being a HUGE fan of powerful unique items, gave each of the three players an item of my own design (and in each case, I gave them something that belonged to one of their characters in a previous campaign- they're each kinda long and detailed so I won't detail them here unless someone requests it, but needless to say, each player was absolutely ecstatic with what they got and at least one of them was floored by how awesome it was when they realized what they were being given). Of the three players, however, one of them was without a doubt the strongest, one of them was in the middle, and another player was undoubtedly the weakest. When giving out the items, I gave something cool but mechanically minor to the strongest PC, something with good utility to the middle PC, and something that would be potentially gamebreaking if it were a purchaseable item to the player who was the weakest, and nobody ever complained about anything.
(Basically, the weakest player was a multiclass rogue/warlock, and he lamented at the fact that he would never get any of his higher-level abilities because of the 10/10 multiclass he was aiming for. So, I gave him a custom item that essentially have him 4 additional levels in any class he had at least one level of, for all purposes except HD, skills, saves, and BAB. So that meant by level 20, he'd be level 14/14 for purposes of class abilities and spells, which meant he'd reach the highest tier of warlock invocations once he got to that point.)
Just be aware, though, that even if you give out a potentially gamebreaking item, you can always take it away or (preferably) tone it down. Try not to use the "rogue steals it in the night" method, and just tell the player in question that you've made him too powerful and he's taking too much of the limelight, and work with the player to make something more reasonable. Nothing beats talking problems over with your players.

The ability is available as a feat at lvl. 10

For the spell sharing item, I would divide it up into three separate items, a lesser, normal, and greater versions.
They limit you to sharing spells of 3rd, 6th, and 9th level spells or lower, respectively.
That will make it a bit more balanced and easier to price.

Actually you could tailor a quiver of "abundant ammunition" that never ran out of arrows and any buff spell placed on the quiver applied to all of the arrows for say, ten minutes?
Sharing spells can be done by adding a custom item using a dragon magazine feat and the A&E tables for creating items based on feats (I think it'd cost 15k? I'd have to look up the improved share spells feat). It effectively gives improve share spells when the item is worn.
Old mechanic, but it should work to cover what you need.
I believe it's 10k +5k for every pre req for the feat, but I don't have it in front of me.
(*since you're using custom items I'm running with the assumption you're not going as strict RAW-if you are, ignore me)
EDIT: sorry dragon mag feat I originally was talking about allows for 1mile radius of 3.x share spells.

The Quiver of Energy from 3.5's MiC costs 15,000 gold and bestows +1d6 energy damage of a single specified type. Other types of enhancements or special abilities could probably be applied but at least they have provided a baseline.
