kineticists are very viable at that level. Energy Current coupled with solicit psicrystal means you can have 2 active at a time. for raw damage output, split ray and energy ray will net you the most, couple that with psicrystal containment and psionic meditation you can kick out a lot of damage. for things with SR, there's crystal shard which doesn't allow for spell resistance. while it is piercing (or slashing?) damage, you can do enough to make anything regret you being alive
psions are the best when it comes to defensive abilities and custom magic items. Inertial armor, force screen, fortify and thicken skin are all 1st level powers and easily converted into items for very high AC and saves.
personally i like psions the most because of the array of powers you can get. I don't think the boost is worth giving up all those powers known.
A shaper would also be incredible at that level as you can get up to a 7th level astral construct that can cast both energy bolt and concussion once per round for free just for funzies and have it be naturally invisible, not to mention other constructs you can have with great utility. you also have access to greater matter manipulation which is just buckets of fun if your gm will allow it
