It's definitely a fine line between Equipment and Device. Personally, I'd be inclined to draw it at the level of any effect beyond 5 (with a few exceptions), and any power modifications on the trinket (with the exception of Subtle and Improved Critical, and maybe one or two more, occasionally).
But that's just me, and it's very much a GM's call kind of thing. In large part based on how larger than life random mook-types are permitted to be. The right way to look at it, I think, is probably that, if you can give it to random supervillain henchmen (of the right sort of villain) it's probably Equipment (though possibly expensive or advanced equipment if we're talking a particularly powerful or tech-savvy villain). If it's too rare or advanced to be given to a minion, then it should probably be a Device of some kind.

Kargath: I can work with one more player, so go ahead and stat yourself a character. :) A colossus-style character might be useful as the team doesn't really have a hard hitting/strong member. They can use some powers to lift stuff, but no raw strength. :)
All: I'm going to try to put a discussion thread together, so we can move some discussion over there... :)

I've spent some time looking over the character stats Deadman made for Ninjahime, including trying to work in in the demo mode of Hero Lab. I only have one comment: She is so awesome! Hope you don't mind, but I think I'll run her as written. With appropriate commentary set in for fluff and stuff.
And if you haven't noticed, Arknight has the discussion thread running. It includes a link to an Obsidian Portal page he's set up there.

Thanks, I did try very hard to make her so. :)
And I obviously don't mind (though I'm betting that question was directed more towards Our Glorious GM).

The hard work's appreciated.
