I did a quick search, and while it seemed pretty obvious, I just want to make sure: Are half-elves and half-orcs allowed to take feats with "human" or "Elf" or "Orc" as prequisites?

But I want to make sure before I make a half-elf, take the Racial Heritage feat and choose Orc, Take Eclectic feat and have 3 favored classes, and then become an arcane archer, and then take the diehard-deathless master line of feats that requires orc as a race.
Or, to simplify: Despite Elven Accuracy ( http://www.d20pfsrd.com/feats/combat-feats/elven-accuracy-combat ) listing only Elf as prequisite, can Half-Elves also choose it in PFS?

From what I can tell, you can do it. Of course, thematically having a character with both orc and elf traits would require a pretty solid background, but technically for PFS you don't have to justify it.
The key language, IMO, is the Elf Blood or Orc Blood traits in the race descriptions...
Half-<race> count as both <race> and humans for any effect related to race.
Not that it is definitive, but HeroLab allows Half-races to select traits from either race, and it is the official character builder for PFS.

Correct, while we have a strong relationship with HeroLab publisher Lone Wolf Development, and they have been very generous in catering to Pathfinder Society Organized Play in the features the program offers, we have never declared it the official character generation software of the campaign. We encourage people to use it, but it's done by a licensor and is thus not "official" the same way something published by Paizo is.
