So, as stated before my search-fu is rather weak. After searching on the forums for about a half hour, I find no answer. I haven't found any answers on the PRD or SRD either...
So here's the hypothetical. Say a group is raiding some bandit settlement. The pyromaniac half-orc decides to go ape@#%) after cover is blown, and decides to set fire to as many things and possible and burn the whole place down. These guys were robbing merchants, stealing candy, and kicking puppies, so he's got no problems with burning the mini-town they made to the ground. After a nice, selective usage of Burning Gaze to set some poor shmuck on fire in the stables that was sleeping on the hay, this is where I place my question.
Are there any rules that I've missed for having that said poor on-fire person catch the stables alight, or any other set of incredibly dry buildings (such as wood, pitch, tar, and straw/hay as should be common in villages and lower), or patches of dry area? What about people he happens to run into? Or, hell, running into that grassy plain this place was set up in?
And, as a side note that I just recently noticed.... Are there any specific rules for buildings catching aflame? The "Catching On Fire" section only lists 'characters'.
If there aren't any, how should it be handled, and who else wants to see a bit more expansion on this topic since there are now a LOT of effects that catch things on fire.
