Do we know what level the PCs should end up as in Jade Regent?

Well, the last adventure starts at level 14, so level 16 is a safe bet.
You shouldn't expect any adventure path to get you to level 20. Of the Pathfinder APs, we currently have two capping at 17, a 15, and a 13. Pushing to 20 would likely take at least another volume, if not two. People have asked for APs that got all the way to 20, but there are a variety of impediments to the idea. Right now, the "Continuing the Campaign" articles are the best you can hope for.

We will probably never get one who gets us to 20.
And, having GM'ed four homebrewn campaigns to 20, it's understandable. The last four levels are just crazy difficult to balance for a GM, the party normally will ROFL-stomp everything in its path.

The description for Empty Throne said it goes to 15th level. Of course, the old APs (Rise of the Runelords, Curse of the Crimson Throne) said they were to end at 16th level, but none of the end boss CRs made sense, and most GMs just ended at 17th anyway because why not give casters their final level of spell?
So it's probably 15th level, but if you are doing XP and have a lot of wandering monsters, your party just might hit 16th instead.

Wait, doesn't Kingmaker end at 18? I'm probably wrong, and I don't have the books with me at the moment, but I coulda' sworn...
