Hi,
I have some problem in using Spell Perfection feat from APG. Just a couple of facts before:
1. We, me and friends, started playing PF a couple of week ago, after decades with 3.0, and we use italian products. (Actually they have some bad translation, but we hope things will be fixed with reprint).
2. We're playing Kingmaker by now, after some one-shot adventure to familiarize with new ruleset.
One of our's PC is a sorcerer with magical lineage (fireball) and expressed the intention to go into the spell perfection (fireball) thing.
So we have some question for you:
A- Basically a sorcerer using metamagical casting extends the casting time to a full round action, except for Quicken Spell. So, in a round, he can cast a Quicken Fireball (swift) and a normal Fireball (if he has related slots). Spell Perfection don't change the casting level, so basically is it legit saying he can cast a quicken-maximized fireball (quicken free, max 3, fire3, total 10 -1 form Trait=9) and a maximized fireball (using spell perfection, casting time is not affected, so he can cast as a standard action) in a single round?
Eventually, the second fireball can also be empowered (150% dmg, idk if it's called Empowered Spell or whatever) using sorcerer's feat and still reamain a standard action spell?
B- Metamagical Rods can be used in "combo" with spell perfection? Do they require a full round action or u can use your spell casting time?
C- Can Magical Lineage be used to lower from a 10th level slot to a 9th? (Just look my previous example of a quickened maximized fireball).
D- 2nd part of Spell Perfection feat double bonus given from other feat. Obviously it doesn't double damage, do it? I think it refers only to a standard value (like +2 to enemy CD to resist) and not to random value like xd6.
E- Last one. A Quickened Fireball is a 7th level slot. With Spell Perfection it becames a 3th. Do sorcerer need to have access to 7th level spell in order to cast it?
Thanks for reading and understanding what i wrote! :)

A Sorcerer still has to use a Full round action when using a metamagic rod.

Magical Lineage lowers the spell's level before metamagic, so a Quickened Maximized Fireball would be a 9th level slot.

I don't know of any feat that adds damage.

Yes.

A)
With Magical Lineage (Fireball) and Spell Perfection (Fireball), you can cast a Quickened Maximized Fireball as a swift action, using a level 5 spell slot. (Quicken Spell four slots for free via Spell Perfection, three slots from Maximize, three for Fireball, minus one for the trait)
In the same round, he could also cast an Empowered Fireball as a Standard Action using a level 3 spell slot. (Slot cost and casting time for free via Spell Perfection)
Alternatively, instead of just an Empowered Fireball, he could cast an Empowered Lingering Fireball as a full-round action using a level 3 spell slot. (Empowered for free via Spell Perfection, Fireball level 3, plus one slot for Lingering, minus one slot from trait)
B)
mplindustries is correct. A sorcerer still must take a full-round action when using a metamagic rod, just as if using a metamagic feat he possesses (except for quicken metamagic rods, which can be used as a swift action).
C)
mplindustries is correct.
D)
No, it doesn't double damage, nor does it double any gains from Empowering. Only a set numerical bonus.
E)
I disagree with mplindustries, I don't see why you would need a spell slot you're not using. If you have Spell Perfection (and it's prerequisites) you could use it on any spell you cast. For example a multiclass Wizard 9/Sorcerer 6 can only cast level 3 sorcerer spells, but he could still quicken one using Spell Perfection (which he qualified for with those wizard levels)
