I note that Detect Magic has a range of 60 feet, as do most of the other Detect spells (Detect Undead, etc), but does not designate a target.
Does that mean that they can be cast on somebody other than the caster?
Could the party Wizard cast Detect Magic on the party Ranger so that the Ranger can make a Spellcraft check to identify magic items?
These feel like they ought to be spells with a target of "you", allowing only the caster to benefit from them, but there's nothing in the spell description to say so. I also checked the description of Divination in the Magic chapter; it talks about the effect moving with you, which implies that they're generally meant to target only the caster. But it's not explicitly stated.

The detect spells don't have a target at all; cone-shaped spells are specified in the Magic section as coming from the caster:
A cone-shaped spell shoots away from you in a quarter-circle in the direction you designate. It starts from any corner of your square and widens out as it goes. Most cones are either bursts or emanations (see above), and thus won't go around corners.

It'd still be helpful to just say "Target: you" in the spell description, so that you don't need an encyclopedic knowledge of the Magic rules to figure that out.
That would make no sense. If it's a cone, why would it have a target? Cone of Cold doesn't have a target, nor does Burning Hands, or Color Spray.

Area: Cone-shaped emanation
Says right in the spell all you need to know... that is, the definition of "emanation" as it applies to the rules of spells.
Might be easier for some to understand if it were listed as "Area: 60 ft. cone-shaped emanation," instead of adhering to the standard spell information template like it does.
Edit: Thought i might add that the standard spell information template includes range and either "target" OR "area", since area entries are effectively a shorter way to say "Target: all valid targets within an area of this shape and size."
