Rule of Fear covers Ustalov, but doesn't give mcuh more on the the Whispering Tyrant.
There is a half page on The Shield of Aroden in The Inner Sea World Guide (p. 300), which provides a few sentences of history.
The City of Golden Death covers Tar-Baphon's treasure city on the Isle of Terror. The module as written is for lower levels, but it provides a fair amount of setting.

The Pathfinder novel "Prince of Wolves" is set in Ustalav, which is where the mountains where the Whispering Tyrant is imprisoned are. I read it to get a feeling for the area as I'm running the Carrion Crown adventure path. Was a fun read. Not a ton about the Whispering Tyrant/Whispering Way itself, but lots of good stuff about the Sczarni and Ustalav's nobility. There are also some historical tidbits near the end that reveal some interesting things about the last rulers of Ustalav before the Whispering Tyrant defeated them and fractured the country.
