So, it looks like Heroes and Monsters is sold out. Is another production run a possibility?

To be fair - and I'm almost always on Paizo's side - nothing says anything about the scale of this production run. I'm sure it wasn't truly small, but we have no current way to know how many cases were created.
This is normal for wizkids... many of their last few heroclix sets sold out before they even shipped

Yep. WizKids produces quantities very close to the preorders for a set. The major positive of this approach is WK won't lose money on a set (like WizKids/Topps did and WotC did) which keeps them in business. The negative is demand can exceed supply.

I may need to start saving up for two cases per run if I want to get my commons! Or hope the battle sets are a good deal.
Has anyone heard when the battle sets will be available?

Any insight into how they're likely to approach the encounter packs? Have they done that kind of thing before?

Yeah, they do sets like that they same way they do the beginner box minis
5-6 characters for 15-18 bucks

Wow... this is pretty awesome. I still see a lot of cases available from various sources still though, it's not really a sell out until it gets kind of hard to find them and the prices start creeping up.
Yes, this announcement is just of a manufacturer sell out. All it means is that everything they made is in the distribution chain, one way or another. Still, I'm glad that I got a case right away (which might be part of the point).

Going in with the recent "WotC did X so Paizo should do X as well" line of posts, I guess that Paizo should now follow the example of the Illustrious Industry Leader and axe the line.
*SARCASM MODE OFF*
IN fairness, a good part of Paizo's product line looks an awful lot like WotC's circa 2004.
