Lei was an anomaly among chokers -- he was smart. Well perhaps not smart on a human scale but for a choker he was off the charts. While still young Lei had taught himself to read, and loved stories of mages casting spells. He wanted that control over reality. He presented himself to a wizard school to apply eager to learn what he had seen in the few books he had learned to read over the years. However rather than being taught as he thought he would be Lei Handover was a dominated by a wizard.
When he showed potential for killing other mages the wizard was thrilled and started having Lei trained to better fulfill such work and to steal their spell books for himself. Breaking free of the wizard's enchantments Lei waited instead of kill the wizard right off -- for he now realized the power wasn't in the person, but in the books... and he had found a book for himself.
The book didn't have a title, in fact it was missing most of the cover, but it covered esoteric methods of grappling and striking and how to control the body's natural energies -- all of which required too much work for a wizard and a mindset of focus and self reflection that most wizards didn't want or have... but Lei did.
After learning the techniques in the book Lei killed 'his' wizard and ran off with the spell books hoping to find more powerful secrets in them.
Later after running into some trouble with thugs Lei was discovered by another martial artist who tried to teach Lei to accept the universe instead of trying to control it -- while Lei learned a measure of respect for the old man he never did see eye to eye with him.
Lei never did learn to accept the universe and moved on, but not before learning how to better control his body and ki through the meditations the old man had taught him. Now he moves on still killing and stealing books hoping for more knowledge that might unlock the methods of controlling something other than himself in the future.
This guy lacks racial hit dice, just add them back on if you want or leave them off. His main thing is to grab about three people and strangle them to death all at the same time with his 10 foot reach and greater grapple. I think he might be over wealth for an NPC but I didn't really check as that was the amount of wealth the GM gave him.

You should provide more info on what you want, and it would be nice if you sketched up a char sheet and just needed tips on what to fix.
At least tell us what the rest of the baddies are.
The rest of the group is an anti-paladin, rogue, wizard, cleric, and monk. The monk is human and I dont wish for him to be large. Thanks Abraham for the great ideas!

You might consider making a monk of the silent mountain but give him some additional abilities as well. Think of an Antaeus type character from mythology...someone who is strong and damage resistant while they are in contact with the ground.
So long as he is touching the ground he has...
enlarge person
rage as a free action
DR 5/-
fast healing 5
So he would be pretty good at standing there and taking it with his boosts from monk of the silent mountain. Give him potions of bull's strength and bear's endurance for good measure. Perhaps he knows the perfect spot to stand where the wind whips around him in such a fashion as to provide a blur effect? Think of him as a "you shall not pass!" npc. Good luck!

Oh, I just realized I've got a lvl 10 monk build posted on these forums. He's a little specialized in hit and run though. He's based on the Flash, but of course you can just use the build and redesign the fluff.

(The quick version: He's human, medium size, built on 25 point buy, and here's the sheet: http://www.dndsheets.net/view.php?id=28821)

Just a suggestion...
Zen Archer Monk, level 10, Human, +2 into WIS.
Skill Focus (Perception), Point Blank Shot, Precise shot, Dodge, Mobility, Shot on the Run
Pump his UMD if he doesn't have a friend to cast Mage Armor and/or gravity bow on him. Also give him a handful of +1 Flaming arrows, and a +2 Shocking bow. This converts to a +2 flaming shocking attack. Make sure the infinite ammo spell is cast on his efficient quiver (you only need to give him a couple of expensive arrows then). The perception should allow him to notice any pc's far enough in advance to justify an ambush, and him using his bow to snipe from extreme range.
Give him amulet of natural armor +2, Belt of Dex +2, Headband of Wisdom +2, ring of deflection +2. You should have his AC in the high 20's to low 30's by then. His saves are going to make him hard to put spells on, and he's going to be just as dangerous at 5ft as he is at 100ft, and he'll have the speed to move and use his shot on the run (for that matter, I'd give him some boots of striding and springing if you can shake the cash free). Make sure his bow is composite strength equal to his rating. If you have the cash, pump his strength with a belt of dex and str to boost his damage and pump his bow up on str.
