Why? The Ranger/Assassin not "doing" it for you?
I don't know what you mean by "doing it" but if you mean didn't seem to suit her based on her appearance then yes. She seems more of a Seductress (wizard with the Enchantment arcane school perhaps) and not prone to wading into melee against fullplate mail armored, greatsword wielding, foes who could pretty much tear her into mincemeat. As for her dagger, I'd venture to say it could function as a metamagic rod of some type (we saw the exact same thing in a part of the Second Darkness adventure path).

Ah! I took that picture to be her party dress. (However, yes she does use it later when not at such an event.)
Disclaimer: I am a fan of the "chainmail bikini" so I may also have a different perspective on this.

Chammady is one of the few NPCs in the AP with the classes, levels, stats, and gear to be a real threat to the PCs. She never directly fought against any PCs in my campaign, but the potential for her to kill any of our three human/near human PCs was pretty high. Against most humans, a full attack would consist of something like this:
+25/+20/+15 (1D4+14 17-20) AND +22/+17/+12 (1d4+11 17/20), with the ability to pull off a death attack (DC 19) and remain quite hidden (+35) Oh, and 2d6 sneak attack too.. Assuming she gets a full attack off with either surprise of a flank, you're looking at an average of about 120 damage, enough to drop most 11th level PCs.
IF I had to rewrite her as an Arcane type I would make her either a Sorceress with the Infernal Bloodline or a Master Summoner archetype. The Master Summoner's one of the few builds I've seen that can stand on its own against the action economy of a group of PCs, and it lets her surround herself whenever she wants to with Devils of varying power.

Without giving away spoilers as to why she might appear dressed like that even in a combat situation. . .lets say you're into subterfuge.
Lets change things up a bit and say you're into subterfuge, but you're a Caster - do you want to go around in flowing robes and a pointy hat? "Geek the Mage First" isn't just for Shadowrun, after all: it's a way of life. No, you want to look as unlike a caster as you can, for as long as you can.
So lets say you're into subterfuge, but you're not a spellcaster? Why *not* confuse people by appearing like one? Or appearing like a unarmed aristocrat in a gown that is impractical for combat? Then you look just helpless and non-threatening.
(My guess is Chammady doesn't enter combat that often in public or, when she does attack someone, leave that many survivors who live to tell the tale of what a badarse she is, so. . .)
