Don't the rules for the Small and Tiny size traits contradict the established rules.
The 'Reduce Person' spell clearly states that for a size reduction by one category there is a strength penalty of -2 and a dexterity bonus of +2.
Since medium is the default, the small trait should thus confer -2 STR and +2 DEX and the tiny trait -4 STR and +4 DEX.
[Note that right now both medium and small are considered default and thus cost 0 RP.]

Actually the standard (unless it has been changed) size modifiers for larger or smaller than medium is much greater than what the spell grants (otherwise it would be unbalanced as all hell). A smaller than medium creature would have (without including racial ability scores) -4 Strength, +2 Dexterity, -2 Constitution, -1 Natural Armor (to the minimal of 0); the small races in the players handbook are actually quite strong for the their size…just not in comparison to medium sized races .
A Gnome, for example, has the total ability modifiers:
-2 Strength
+2 Constitution
+2 Charisma
As you can see the Gnome is +2 Stronger and +4 Tougher than a normal creature of his size category, but surprisingly has a -2 Dexterity for his size as well.

+2 Strength
-2 Dexterity
+4 Constitution
+2 Charisma
…which you gotta admit would make a badass Paladin!
In comparison the reason why there are no large races listed in the Core Rules is because their modifiers before racial (+8 Strength/-2 Dexterity/+4 Constitution +2 Natural Armor, +5 ft. Reach) would make them insanely powerful…unless they are actually very weak racially, as is seen below.
An Ogre, for example, has the total ability modifiers:
+10 Strength
-2 Dexterity
+4 Constitution
-4 Intelligence
-4 Charisma
+5 Natural Armor
Subtracting the Size Modifiers this means the Ogre’s racial modifiers are:
+2 Strength
-4 Intelligence
-4 Charisma
+3 Natural Armor
Looking at it its pretty obvious that the Ogre got the short end of the stick mentally (unless you consider a +3 Natural Armor to be worth a -6 Mental). In comparison a ‘Large’ Human can have the same Strength modifier as Ogre but with 3 less natural armor and +8 Mental ability scores…and be obviously superior to the stupid and social awkward Ogre.
