Need more information.
I just looked at it, and I think it might be a mistake. It does have weapon finesse, but that should not do anything to damage. Personally I am OK with +8 makes it scarier.
Yeah I'm thinking it's a mistake. However I'm thinking shatter Defense would make an AWESOME feat for the Bogeyman to have...
In fact I don't think I'll run him without it.
Edit: Got to say I'm really not so happy with the fact that Fey are d6/poor BAB -- it ends up in situations just like the Bogeyman where you have 17 hit dice on a CR 10 Monster just to make up for the complete lack of combat ability as a monster type.
I would rather see the HD/BAB altered for the monster.
