Tattoo gives a familiar, but then serpentine gives a specific familiar. The level 20 power gives you the ability to use serpent bite at-will, but the tattoo familiar removed that power.

Answer: poorly.
AFAIK you can't have more than one familiar, and I am pretty sure you wouldn't stack the levels, so you would end up with your tattooed familiar and the other ability would go to waste. Likewise if you don't get the bite ability then using it at will would be irrelevant and that would also go to waste. :/
If I am wrong, I would love to know, because I have come up with several similar ideas before and would be happy if they didn't have to stay in my Abandoned pile.

Total homebrew, but: I'd say that at first level you'd get your tattoo familiar - but it must be a viper. At third level, you get Serpent's Fang (the first level bloodline power) instead of Serpentfriend (the third level bloodline power). And after that it proceeds normally.
In other words, follow Cheapy's advice.

I don't see any reason why it has to be a viper. No need to gimp the tatooed ability. Instead you have a 3rd power that you are not allowed to have. Easiest answer to that is to give the first level power. So I agree, minus the familiar restriction. Remember Crossblooded allows you to choose a lower level ability instead of a higher level ability. This is the closest thing to a ruling available for this situation.
