Here's my version of the Kitsune:

+2 Intelligence, +2 Charisma, –2 Strength: Kitsune are physically weak but have minds and wits as sharp as katana and possess agreeable attitudes and exotic beauty.
Medium: Kitsune are Medium creatures and have no bonuses or penalties due to their size.
Low-Light Vision: Kitsune can see twice as far as humans in conditions of dim light
Darkvision: Kitsune can see in the dark up to 60 feet.
Keen Senses: Kitsune receive a +2 racial bonus on Perception skill checks.
Spell-Like Ability: A Kitsune can use alter self three times per day as a spell-like ability. The caster level for this ability equals the kitsune’s class level.
Skilled: Kitsune have a +2 racial bonus on Bluff and Stealth checks.
Languages: Kitsune begin play speaking Common and Kitsune.
Do note that alter self lets them negate their strength penalty up to 3 x their level minutes per day.
English is not my first language, so I'm sorry for grammatical errors.
I don't see any reference on the kitsune creature type. I read the kitsune from the product "The Faerie Ring", where it is "fey(kitsune,youkai)". So I suppose your kitsune is also a fey.
On the size... In my opinion Medium is too much. I'd give them the real size of foxes, Tiny. But small is acceptable too. Anyway, I'd like to see their size increase with their number of tails to a maximum of Large.
The spell like ability... In tales, kitsune are famous for living years between humans without anyone noticing. Uses of the spell-lke ability at will would solve the problem.
On the ability scores, I really like the +2 on Intelligence. That was missing on the other kitsune I read. Maybe I'd balance it with a -2 on wisdom, but I'm not an expert on balance so I don't know.
Low-light vision, Darkvision, Keen senses and Skilled are ok.
I can't see any reference on the tails of a kitsune..
And I would like to see a small possibility of failure using the spell like ability. In some tales kitsune in human form "forget" ears and tail. Nyan. Maybe only one-tail kitsune.
And how do age affect their ability scores? Always wondered.
