Homebrew and House Rules

I'm working on a character concept for a Lawful Evil socialite sorcerer. He works mostly with economic and social control, enchantment spells and the likes. Of course, it would be very bad for a socialite to be seen waggling his fingers and chanting at his opponent in a political debate, especially if the opponent suddenly changed his mind or choked to death. Therefore, I would like to try and find a way to balance having Still Spell and Silent Spell as permenant effects.

My first thought is to never again be able to cast any immediately damaging attacks. Any attack that deals straight damage, such as fireball, searing ray, lightning bolt, disintegrate, et cetera, as well as any direct summoning spell (So I could still bargain with devils though Planar Ally, Gate and the likes, but not just pull forth whatevers to fight for me). This way I would be largely useless in a fight but still have the ability to cast spells in tense social situations.

Any other ideas?

Honestly, I'd just say take Silent and Still, and follow it up with a 'Secret Spell' metamagic feat which requires both of them, and costs 0 levels. It's still a full round action to cast it, but it's free (aside from two typically weak prerequisite feats.)

Bracelets / Bracers of Metamagic Rods of Silence and Still, Should cover your quota. Or take Arcane Sorcerer bloodline and a few mastery feats for your favorite enchantment.

Become an extreme Specialist. Instead of 2 opposed schools of magic take 4 or 5.

Or

Maybe something like the 3.5 PRC class Red Wizard of Thay, they do circle magic and have everyone sacrifice spell levels to the pool for you to use to offset Metamagic spell level adjusts. You could take Leadership to get your mages for the circle.

Also 3.5 book Cityscape has 2 cool.feats you might like.

Invisible Magic (meta) - No spell Lv adjust
Makes all visible effects of the spell invisible.

Deceptive Magic or Misdirection (I think that's the name)
You can make it look as if any spell you cast comes from anywhere within it range.
1 spell lv adjust.

Spellsong. Take a level of bard, pump perform (oratory). Take skill focus in that skill. Get it as a class skill. You can now hide your spells (maybe bard only...) in talking.
