So to make a a long story short, my initial chracter concept was kind of derailed ( sword and board) as such, I ahve to do a little redesign luckily this happend just as we hit level 4 and I am a fighter so I can retrain a feat my current feats before retraining are,
TWF, Improved shield bash, step up, power attack,
My initial concept was sword and board eventually hitting, shield slam and shield mastery as I have been told even if I duel wield shields I cant, apply shield slam to all attacks ( only one hand) and I could only every use a light shield in the off hand ( 1d8) I am thinking to simply duel wielding kukeris, my stats are as of the attribute increase

Race is dwarf.
My initial though was to retrain improved shield bash, to weapon focus kukeri, then for 4th level take weapon specilzation kukeri.
Is this a decent idea for TWF or am I missing something?

I'd drop Improved Shield Bash for Weapon Focus Kukri, then take Double Slice (it's only a +2 bonus to one hand rather than both, but bear with me here)
And then at level 5 take Flash Attack (assuming 3rd party material is allowed of course.)
If Flash Attack isn't allowed though (and it's the fix to twf that a lot of people clamor for in my experience anyway) then Specialization at 4th and Double Slice at 5th might not be a bad idea.
Also, just wondering do you have an archtype?

Not at this time, I was thinking either mobile fighter, or TWF.
Also there is no 3rd party material.

Base fighter is great for a mid-DEX builds like the one that you are working on: by level 8 you could have the AC benefit of Mithral full plate -- and still use all of your +4 DEX bonus for AC -- AND still move at 30'. That's HUGE.
Well move at 20 because of dwarf, but I see where you are going, I was also jsut informed that If I dont want to use to shields that the feats work pretty much the way I though they did, So what would be everyones opinion of a kukeri in main hand and shield in off hand?

1) RAW, you can't choose/change an archetype after character creation. If the GM allows it, it's a houserule.
2) As a dwarf, with those stats, I'd go with dwarven waraxe/light quickdraw spiked shield (until you can afford a +1 bashing version). IMO, you don't need to raise your Dex any higher (although one more point to make it 18 wouldn't be a horrible choice), since you already qualify for Improved Two-Weapon Fighting; Greater Two-Weapon Fighting is not needed. Put your remaining advancements in Str.
3) Your current feats are OK. Pick up (alphabetical listing) Combat Reflexes (for extra AoOs; note that you can choose your shield bash as your AoO), Double Slice (increased damage with shield bashing), Improved Two-Weapon Fighting (an extra shield slam), Quick Draw (ready/put away quickdraw shield as a free action), and Shield Slam. You may want to consider going for Combat Patrol to increase the area in which you threaten AoOs. Cleave, Cleaving Finish, and Improved Cleaving Finish may also be useful.
4) Until you reach 11th level as a mobile fighter, use your waraxe two-handed when moving (possibly with Cleave). With Quick Draw and a quickdraw shield, you can switch between two-handed and one-handed/shield without needing a move action. The two-weapon warrior archetype may be worth looking at for Doublestrike and Equal Opportunity; as a dwarf, you don't need Armor Training as badly as other race choices.
5) Get boots of striding and springing ASAP. You may also want to consider multiclassing one or two levels in barbarian to pick up Fast Movement or cleric or inquisitor to pick up the Travel domain (or even both, if you want a 40 ft base move).
