This question has a few aspect to it but the main one is this
Windcaller (Sp): At 9th level, you can call the winds to obey your commands for 1 minute per level. This functions like control winds, except that you may choose to be immune to any increased wind effects you create. The ability’s duration does not need to be consecutive, but it must be used in 1-minute increments.
Does this mean that your ranged attacks are also immune from your wind manipulations which can be as strong as a tornado effectively negating everyone's ranged attacks except yours ?
Not longbow attacks on a sorc are meh but what if we add improved eldrich bloodline to take the above ability.
now we can get a full BAB class with 15CHA to be the lone shooter in a windstorm.

By tornado speed winds, for the sake of interest I'm assuming about an EF3 or higher, capable of tearing most buildings down, about 150 mph/250 kph or so. That kind of force could probably pick somebody up and throw them for more damage than any longbow arrow. More damaging than the wind's direct effects though, are the effects of debris.
Long story short, you should lure your opponent out to the beach or desert and sandblast the dingdongs out of him.

I would also say that this wouldn't work. It is a personal effect that cannot be imbued on objects that leave your possession.
That said, why would you need to shoot an arrow when you can conjure a tornado that doesn't affect you for 1min/lvl? Have you seen what the stats for that thing are?!
175-300 mph winds, no ranged attacks even with siege weapons, perception is useless, huge creatures are checked and large creatures are blown away on a failed Fort, but they don't even get to escape the thing, they just get sucked up into it taking 6d6 dmg/round for 1d10 rounds, after which they have to make a new save or repeat the process, and there's a -16 penalty on fly checks, pretty much grounding everything!
Furthermore, you can control the direction, pulling creatures in, blowing creatures back, or even pushing them off the side of a mountain, and you are immune to the effects!
You can take out legions with that ability. The only better ability I know of is the 15th lvl Boreal bloodline power, which is essentially the same thing, but with an eye centered on you that also casts a Sleet Storm in the affected area obscuring all vision and making it difficult terrain.
That ability is usable at will and if you have it you should also have the other Boreal powers which allow you to give your weapon the frost or icy burst qualities, give you cold resistance, the ability to ignore and even Spider Climb over icy terrain, the ability to see through just about all weather effects that obscure vision, and an ability to create a Chill Shield which also grants cover against ranged attacks and gives a bonus to stealth checks in icy terrain. (Well worth it, even with the extra feat requirement if you're using the Eldritch Heritage feats instead of just going Sorc, IMHO)
