So there is a lot of Ocean, Sea, Lake, and River just sitting there off the shores of the Inner Sea but no Gazeteer discussing the Aquatic Kingdoms of the Inner Sea. We've gotten books discussing the terrestrial kingdoms of the Inner Sea as a whole, books and articles on individual kingdoms and cities, books and articles about the underdark, books and articles about other regions of the world (Crown of the World/ Tian Xia), and now a book about the other planets of the solar system in the works! So when do we get to have a look beneath the waves? There are already several Aquatic player races, and brief mentions of Aquatic Kingdoms here and there, but unfortunately this is one area that is lacking on the whole.

There's specifically an aquatic kingdom in Tian Xia, and that's more or less our "trial run" for how something like that might work.
For the Inner Sea, we've been deliberately coy about detailing nations and the like that might or might not exist underwater. Because we DO have plans for those regions, and we WILL do something with them some day. And we do know, sort of, what's going on down there—enough that we can seed hints and foreshadow stuff and otherwise have interplay with everything else we do so that when the time is right for us to pull the curtain back from the oceans of the Inner Sea region, it'll all make sense.
It's not something we just idly want to tackle. It's something bigger than that, and like Jade Regent and Tian Xia, we need to do it when we have the resources available to do it.

The gillmen are prevalent in the Arcadian Ocean and the Steaming Sea. Merfolk are safely ensconced in the Inner Sea. Sahaguin mostly plague the whole western seaboard of Avistan and Garund. Grindylow in the Obari Ocean. Aquatic elves have a settlement in Lake Encarthan and few others scattered around. And unbeknownst to no one, except Tho Rimplethember, the triton have settled under the Eye of Abendego.

Actually... no.
There's plenty of nautical stuff and underwater stuff in Skull & Shackles, though.
