The Hound of Tindalos has an ability called "Ripping Gaze" which does damage. As far as I know, its the only gaze attack that actually does damage rather than causing a status effect. Does it really do damage to anything that looks at it? How do you describe something like that to your players?

In meeting the hound's eyes, you can envision the gaps in the multiverse, the spaces between planes, and the void that separates the stars. As if mirroring this vision, your insides begin to shift and writhe, struggling to flee the touch of neighboring organs. Your skin itches but for a split second before splitting at the seams, and undulating whips of bloody mist lash out from the wounds to paint yet-unknown constellations on the walls. With your very cells in rebellion, it hardly seems to register that the hound has now emerged completely from the corner.

While doing a Bardic Performance you can instantly end it as a swift action with a sharp zinger. Make a perform Comedy check. The better you perform the deeper the zinger cuts the target. If your perform check is 1-10 target takes d6; 11-15 target takes d8; 16-20 target takes d10; 21-25 target takes 2d6; 26-30 2d8; 31-35 target takes 2d10.; 36-40 target takes 3d6. Damage is slashing.

Is it a standard action for the Hound of Tindalos to do ripping gaze? Or is it any creature who looks at it, and would use the gaze rules?
