Why do tiny and smaller quadrupeds have a penalty to their carry capacity compared to their bipedal friends?

I really wish they'd use tables more often. I was reading the first as the modifier for size then an extra modifier for quadruped based on size again. Clearly reading it right is better.

(grumble about 6 and 8 legs not having a defined carry capacity)
