A grapple should do. Give the critter a small (+2) bonus for being off the ground and another bonus (+2 to +4) for moving fast. Don't make the critter become immobilized. The problem with grapple is that it is a standard action to initiate a grapple, which you would not be able to do during a fly-by attack.
I understand where you are going, the problem is that it would not work, by the RAW. I know that with the group I am with, they would want to then use that "free-action" grapple vs the first spring attacking thing that they ran into to stop it from leaving their reach.
Since you are not restricting the flying things movement any, I would stay away from grapple (which gives the "grappled" condition to both subjects) and instead look at acrobatics and climb. One to jump on it's back, and the other to hold on.
You could also just do a raw CMB vs CMD to replicate it.
The big problem with it, I don't think that there is anything in the rules that covers this well. Just be careful and consistent on how you rule it. When it comes to stuff like this, you know your players better then we.

Not true... Taking a Standard action during the move action is the whole point of the feat. Note it is NOT a flying Spring Attack, it's altogether different.
Flyby Attack
This creature can make an attack before and after it moves while flying.Prerequisite: Fly speed.
Benefit: When flying, the creature can take a move action and another standard action at any point during the move. The creature cannot take a second move action during a round when it makes a flyby attack.
Normal: Without this feat, the creature takes a standard action either before or after its move.
To try and jump on a creatures back when it's using Flyby Attack, you'd need to Ready an Action to Grapple it. Now if its out of your reach you'll need to Ready a Move Action to use Acrobatics to jump on its back where I'd say an immediate action Climb check against it's CMD is appropriate just to hold on to the creature, but without applying the grappled condition to it.

Ready an attack for when it comes within reach. Use a grapple maneuver and five-foot-step up in the air (with an Acrobatics check DC 4 per 1' of height). If the grapple fails, fall the 5' as a free action. Otherwise, you are grappled and you add your weight to the flying creature's load to see if it can still fly.
