No.
1) "If a continuous item has an effect based on a spell with a duration measured in rounds, multiply the cost by 4. If the duration of the spell is 1 minute/level, multiply the cost by 2, and if the duration is 10 minutes/level, multiply the cost by 1.5. If the spell has a 24-hour duration or greater, divide the cost in half."
So it is 400*6*11*2= 52.800
2) then: "Spell has material component cost - Add directly into price of item per charge - If item is continuous or unlimited, not charged, determine cost as if it had 100 charges. If it has some daily limit, determine as if it had 50 charges."
250*100= 25.000
3) Always compare it to existing item.

Description
This finely cut and polished stone is indistinguishable from an ordinary jewel in appearance. When it is gazed through, a gem of seeing enables the user to see as though she were affected by the true seeing spell. A gem of seeing can be used for as many as 30 minutes a day, in increments of 5 minutes. These increments do not need to be consecutive.
- Staff: should be held in hand to work, has other powers so holding is is not only a drawback.
- Gem: move action to put it to the eye and gaze through [an opinion, the rules don't say anything].I would say a draw in therms of efficiency.
- Constant against 30 minutes day, 6 uses at most.
Huge advantage for the staff.
- The staff has other powers: factored in the other powers.
So, the minimum price is 77.200 for a constant True seeing effect in a staff crafted by a wizard.
As it is stronger than the gem I would go and price it at 150.000 gp and that assuming that I would allow it at all.

I believe the staff cost formulas only apply to spells that use charges. For a continuous use item you should fall back on the main cost formulas.
Try pricing out some of the existing staves with continuous benefits and also see if there is a 1.5 multiplier in there for different abilities.
Probably you just mount a gem of seeing on the top of the staff. Note gems of seeing look cheap by the formula!
